8. 4 Technical Pre-acceptance of Completion
8. 4. 1 Technical pre-acceptance of completion shall be chaired
by an expert panel of the presiding organization. More than two-
thirds of the panel members shall be engineer or relevant profes-
sional qualifications, and over one-third shall be senior engineer
or relevant professional qualifications. More than two-thirds of
the panel members shall come from non-project-involved organi-
zations. Representatives from the project-involved organizations
shall attend the technical pre-acceptance and answer questions
from the expert panel.
8. 4. 2 Under the expert panel of the technical pre-acceptance of
completion, professional working groups may be set up. The
pre-acceptance working report will be worked out on the basis of
the comments from each working group.
8. 4. 3 The technical pre-acceptance of completion shall include
the following contents:
1 Check whether the project is completed based on the ap-
proved design.
2 Examine whether the project has potential quality defects
and problems that affect safe operation.
3 Examine the remaining problems discovered in the previ-
ous special acceptances and the treatment situation for problems
found in trial commercial operation.
4 Evaluate the key technical problems of the project.
5 Examine arrangements for unfinished works.
6 Appraise the project quality.
7 Examine the investment and financial situation of the project.
