Reform of hydropower management system郾 Transformation of water use right on
parable basis has been implemented in 17 provinces ( autonomous regions,
municipalities) 郾 Administrative rules and regulations for water鄄power resource
development and utilization were promulgated in 16 provinces ( autonomous
regions, municipalities) 郾 It was stipulated by 12 provinces that water resources
department shall take whole responsibility for integrating water resources
management郾 Safety production has been reinforced for electric generation in rural
areas by means of introducing approaches of “ specifying person鄄in鄄charge of
production and supervision冶 , which had been carried out at each level郾

Production safety supervision郾 In 2015, there were 6 production accidents with
10 people dead郾 A variety of safe production supervision and special鄄subject
inspections were conducted, and 29郯 000 potential hazards were detected and
5郯 000 potential hazards were eliminated郾 The database created by the reporting
system of safe production information has been updated that contained basic data
of 60郯 947 water enterprises or public institutions and 386郯 949 water utilities as well
as 66郯 193 data that relevant to potential safety hazard郾 Monthly reports of potential
safety hazard and accidents had been submitted by 53郯 445 water enterprises or
public institutions on time郾 There were 45 water enterprises passed the examination
during the first level鄄玉 standard evaluation for water safety production郾
Performance evaluation had been completed for 4郯 185 persons in charge of
construction enterprises, projects and professional safety production managers郾

On鄄site investigations to 1郯 240 construction projects had been undertaken by 265
inspection teams for 8 times郾 A total of 200 rectification documents were released to
each province regarding to projects with striking problems郾 By means of project
inspection, special inspection and major inspection, investigations had been
conducted to those projects that has specific time limit made by the State Council
for completion, mainly including key construction projects for water conservation
