VI. Water Management and Reform

Water resources planning and early鄄stage work郾 In 2015, there were 25 water
resources plans approved by the government agencies at the central level: two
plans approved by the State Council including National Water and Soil Conservation
Plan; 23 plans approved by the Ministry of Water Resources including
Comprehensive Management Plan for Nanyunhe River and Comprehensive Plan of
Water Resources for Three River Sources Area in Qinghai Province. Preparation of
the National 13th Five鄄Year Plan on Water Development and special subject plans
were all completed. Other plans such as Development and Protection Plan for
Yangtze Economic Belt and Coastlines as well as Planning Layout for Water Intakes,
Pollution Discharge Outlets and Emergency Water Sources in Yangtze Economic
Belt and so on. Preparation work of comprehensive plans for major river basins and
main tributaries has been accelerated.
