2郾 6% comparing to the number of organizations before the reform郾 A total of 29郾 62
billion Yuan had been allocated to 13郯 991 water utilities for covering cost of
managerial staff and operation and maintenance, which covered 88郾 4% of the

total郾 Among which, 17郾 52 billion Yuan were allocated to cover the staff expenses
of public service, which accounted 95郾 6% of the total; 12郾 10 billion Yuan allocated
to cover operation and maintenance of public service facilities, which accounted
79郾 6% of the total郾 Reform of management system by separating functions of
administration with operation had been implemented in 13郯 014 utilities, accounted

for 93% of the total郾 By the end of 2017, the approved national water scenery
spots reached 832, including 362 reservoirs, 182 natural rivers and lakes, 175
lake or riverine cities, 47 wetlands, 30 irrigation districts and 36 soil conservation
areas郾

Reform in rural water resources management郾 In 2017, the funding from private

sector to high鄄efficient water鄄saving irrigation and provision of safe drinking water
amounted to 13% and 30% of the total investments respectively郾 About 55% of
small irrigation and drainage systems and drinking water supply facilities had
clarified proper rights with awarding of property certificates, utilization permits and
operation and maintenance responsibility agreements郾 Focusing on three types of
projects and 13 reform measures, the pilot projects in 100 counties that

implemented reform of property right of farmland waterworks and innovative
operation and maintenance mechanism had completed郾 The coverage rates of cost
of basic personal expenses in large irrigation districts and pumping station as well
as operation and maintenance of public鄄good waterworks were 70% and 56%
respectively郾
