On 1 January 2011, Mr. Chen Lei, the Minister of Water Resources, P. R. China and as the special envoy of Chinese President Hu Jintao, attended Brazil's presidential handover ceremony held in Brasilia and met with the Brazil’s new president Dilma Vana Rousseff.
Mr. Chen lei conveyed the congratulation from President Hu Jintao. The two parties expressed their willing of reinforcing and enriching Sino-Brazil strategic partnership.
During his stay in Brazil, Mr. Chen Lei also met with Ms. Izabella Teixeira, Brazil’s Minister of Environment. The two parties agreed to strengthen the further cooperation and extended the Memorandum of Understanding.
