The 21st Meeting of the China-Kazakhstan Joint Commission on the Use and Protection of Transboundary Rivers (hereinafter referred to as the Joint Commission) was convened in Almaty, Kazakhstan, from December 25 to 27, 2025.
Mr. Liu Dongshun, Vice Minister of Water Resources of China, and Mr. Aldamzharov, First Deputy Minister of Water Resources and Irrigation of Kazakhstan, led their respective delegations to the meeting. Under the friendly, pragmatic and constructive atmosphere, both sides highly valued the achievements of the Joint Commission in advancing cooperation on the use and protection of transboundary rivers, formulated the work plan for the next phase, and then signed the meeting minutes.
Liu Dongshun pointed out that under the strategic guidance and direct promotion of heads of two states, the relation between China and Kazakhstan achieved leapfrog development, hence enhancing mutual political trust, deepening strategic alignment, yielding fruitful results from practical cooperation, and maintaining close and effective international collaboration. Against this backdrop, both sides have carried out a number of concrete cooperation in the field of transboundary rivers, accomplishing substantial outcomes and making great contribution to the development of the China-Kazakhstan Permanent Comprehensive Strategic Partnership. Under the framework of the Joint Commission, the Chinese side will continue to adhere to the principles of equality, good-neighborliness, friendship and mutual benefit, and further consolidate and deepen cooperation with the counterpart of Kazakhstan on the use and protection of transboundary rivers for the benefit of the two peoples.
Aldamzharov spoke highly of the productive and constructive cooperation between two sides in the sphere of transboundary rivers. Moreover, he expressed willingness to gear up exchanges and collaboration with China in the spirits of mutual respect, good-neighborliness and friendship, thus upgrading the bilatearal cooperation in transboundary rivers and water fields.
Representatives from water resources, foreign affairs and border defense departments and local governments of two countries attended the meeting.
