The 11th Meeting of China-Russia Joint Commission on Proper Use and Protection of Transboundary Waters was successfully convened

The 11th Meeting of China-Russia Joint Commission on Proper Use and Protection of Transboundary Waters was held by video on October 10th, 2025. Led by Mr. Liu Dongshun, the Chairman of the Joint Commission of the Chinese side and Vice Minister of Water Resources of China, and Mr. Dmitry Kirillov, the Chairman of the Joint Commission of the Russian side and Head of the Russian Federal Agency for Water Resources, the delegations of two countries conducted friendly and pragmatic discussions, comprehensively reviewed the progresses since the 10th meeting, approved the 2025-2026 work plans of Working Groups on Water Resources Management and Flood Control Cooperation, and finally signed the meeting minutes.

Mr. Liu Dongshun pointed out that under the circumstances of the continuous development of the China-Russia comprehensive strategic partnership of coordination for a new era and the continuous strengthening of political mutual trust and practical cooperation in various fields between two countries, two sides have continuously achieved positive results in cooperation on transboundary waters and wider fields in water sector. The authorities and experts of both sides have maintained close communication and collaboration, jointly implemented the work plan of the Joint Commission, promoted the establishment of Working Group on Flood Control to deepen cooperation on flood control of transboundary waters, and expanded technical exchanges and cooperation in the field of water resources utilization and protection, which enhanced the well-being of the people of both countries.

Mr. Liu Dongshun stated that under the mechanism of the Joint Commission, both sides shall further strengthen communication and coordination, deal with flood threats in the basin of China-Russia transboundary waters and deepen practical cooperation in water sector, thus contributing to deepening the China-Russia comprehensive strategic partnership of coordination for a new era.

Mr. Kirillov spoke highly of the fruitful and constructive outcomes achieved by the experts from both sides in the spheres of flood control, hydrological data provision, and joint researches in transboundary waters, as well as expert exchanges and others. Eventually, he expressed that Russia was willing to consolidate transboundary water cooperation and other cooperation in water sector with Chinese side on the basis of mutual respect and good-neighborly friendship.
