Senior Advisor to CEWP

  Joint Research constitutes an important pillar of CEWP working plan. Chinese government pays great attention to international cooperation in the development of water science and technology. In recent years, several new programmes have been set up by Chinese government to finance international joint research projects. The budgets of these programmes, at this stage, may not be as impressive as those of EU FP7 or FP8. However, it represents a very promising trend that Chinese government will steadily upscale investment in international collaboration programmes to promote S&T innovation in the country.

  Based on open source information, a brief introduction of potential funding sources in China is presented as below for the consideration of CEWP participants:

  I. Special fund for International Cooperation on Science and Technology

  Responsible Agency:

  This fund is jointly administrated by the Ministry of Science and Technology and Ministry of Finance of China with the former ministry in charge of practical implementation.

  Application Criteria:

  It is intended to support three categories of international S&T cooperation projects: Firstly, those projects are identified and confirmed by bilateral and multilateral S&T cooperation agreements or frameworks; Secondly, those projects can help solve major S&T problems constraining sustainable social and economic development of the country; Thirdly, those projects can promote partnership between top-tier research institutes and attract overseas talents to undertake short-term or long-term research in China.

  Scale of Finance:

  In recent years, the combined budget of this special fund amount to one billion RMB yuan. Projects supported by this funds range from small ones on the scale of hundreds of thousands of RMB yuan to big ones with budgets over 10 million RMB yuan.

  Scope of Activities:

  The special fund can be used to finance the costs incurred in project implementation, including equipment and material procurement, tests and measurements, technology transfer, conferences and workshops, travel, publications, labor, consultancy and management etc.

  Application Process:

  Projects proposals should be recommended by line ministries and provincial departments of S&T to Ministry of S&T of China on an annual basis. Applicants should provide such documents as the agreements with international partners, indications of the quality and competence of international partners, and instruments of co-funding and technology contribution from international partners.

  II.International Cooperation Fund of National Natural Science Foundation

  Responsible Agency:

  This fund is administrated by China National Natural Science Foundation.

  Application Criteria:

  First, to strengthen research capacity in priority areas identified by the Foundation; Second, to foster the growth of young research talents; Third, to address key issues affecting social and economic development of the country; Fourth, to promote international science and technology cooperation. Applicants must have prior experience of implementing projects supported by National Natural Science Foundation of China

  Scale of Finance:

  The annual budget of the fund amounts to 50.5 million RMB yuan in 2009. On average, each project receives financial support on the scale of 1million-2million RMB yuan, with a duration of 3-4 years

  Scope of Activities:

  Priority areas of the fund include mathematics, chemistry, life science, earth science, industrial materials, information technology, and management science. In 2009, 30% of the fund goes to earth science projects with average support of 1.5 million RMB yuan per project. Activities supported by the fund include joint research, personnel exchange, international conferences, domestic conferences and overseas study etc.

  Application Process:

  Project proposals may be uploaded to the website of National Natural Science Foundation of China. An international expert team is organized by the foundation to review and approve the proposals on a regular basis.

  III.“948” Program of Introducing advanced water science and technology to China

  Responsible Agency:

  This Program is administrated jointly by Ministry of Water Resources and Ministry of Finance of China with the former taking charge of practical implementation.

  Application Criteria:

  First, to facilitate the transformation of research results into real productivity; Second, to promote the progress of water science and technology; Third, to advance the transition from traditional water management to modern water management system.

  Scale of Finance:

  Annual budget of 948 programme adds up to tens of millions RMB yuan.

  The scale of individual 948 project ranges from 1 million RMB yuan to 5 million RMB yuan.

  Scope of Activities:

  Priority areas of the programme include water resources development and management, water environment monitoring and protection, flood prevention and disaster reduction, water projects hazards removal and consolidation, water-saving irrigation, farmland water conservancy, water and soil conservation, rural and township drinking water supply, rural hydropower development, new sources of energy etc. This programme can support joint research, procurement of equipment, personnel exchange, international conferences, domestic conferences and overseas study etc.

  Recommendations for future CEWP joint research projects

  1.Co-funding mechanism

  At this stage, most Chinese funds cannot be directly used for research activities taking place out of the country. However, they offer opportunities for foreign experts to visit China for lecturing, seminars, field excursions and joint research. Similarly, FP 7 offers the possibilities for Chinese experts to conduct similar research and exchange activities in Europe. In light of the above, research institutes, universities and companies from both sides should explore the mechanism of co-funding for joint research projects in years to come. In the immediate future, research institutes on both sides should be encouraged to apply FP 7 projects and Chinese projects to be carried out in 2013.

  2.Nexus of Research, Extension and Business

  It should be noted that there might be possibility of linking research projects with technology extension projects and finally business projects under CEWP. Research cooperation could serve to clarify the strength in each side and set the stage for technology transfer and equipment procurement. The “948” programme on the Chinese side can certainly benefit from joint research projects, which allow China to evaluate and access the best water technology and equipment in Europe. Likewise, FP7 projects can take advantage of the state of the art physical model laboratories, the largest scale on-going water infrastructure construction and the latest breakthrough in water S&T research in China. Business opportunities may emerge as a spin-off of joint research projects. For example, high-end EU equipment proved useful for water management in China can improve its market competitiveness by localizing the production process.

  3.Flagship cooperation projects

  CEWP is a multilateral platform that allows each party to bring the best to the table. Given the advantage and strength of individual country or institution, it is then logical for several countries to co-lead cooperation projects with China in specific fields. To test the cooperation modality and increase the attractiveness of CEWP, it is worthwhile for co-lead countries to spearhead some flagship cooperation projects on policy study, S&T research or business development. Proposals on flagship projects shall be submitted to CEWP joint steering committee through its Secretariats. Once approved by the steering committee, co-lead countries and institutes are authorized to use the brand name of CEWP in applying funding from FP7 and corresponding Chinese Funding agencies.

  4.The Value of CEWP Dialogue Meeting

  CEWP Dialogue Meeting’s value lies in the both the building of goodwill and the provision of latest policy, technical and business information. Projects under CEWP differ from normal S&T projects in their strong connection with major issues affecting water management in both Europe and China. By bringing European and Chinese water communities together, people can have a good understanding of the most imperative water issues on each side and thereby design and adjust their cooperation initiatives accordingly. The Dialogue meeting can also open up new channels of technology, capital and talents for new and old participants of CEWP alike. PDSF II can play a crucial role in facilitating similar events beyond the 5th Yellow River International Forum.
