  EU-China Sustainable Urbanisation Business Conference

Your excellencies XXX, Mr YY distinguished guests ladies and Gentlemen ,

  I am honoured to speak to you today to make a brief introduction to the European Union Chamber of Commerce and the new Water Working Group and the role this will play within the China Europe Water Platform.

  As you have heard from the previous speaker the CEWP will have 4 intervention areas and one of these is Business Cooperation. The aim is to provide a platform to connect business enterprises to the process of delivering the infrastructure and organisational changes set out in China’s water investment plans and generally to build bridges between European water businesses and Chinese government, projects and enterprises.

  The EU Chamber are very happy to be part of building this business cooperation area of the China Europe Water platform.

  So who are the EU Chamber of Commerce?

  The Chamber is a non-profit organization that operates in China as the independent voice of the European business. It was founded in the year 2000 by 51 member companies and has since grown to over 1,700 members, operating 8 chapters and 9 offices across China.

  Through its members, the European Chamber coordinates the activities of 42 Working Groups and Forums which identify and shape key recommendations for the Chinese and European Governments. This is in order to guarantee greater market access and improved operating conditions for European companies in China.

  I am representing the Beijing Water Working Group at the European Union Chamber of Commerce in China. This is a new group which held its first meetings in June of this year. It is planned that this group will help to facilitate the CEWP Business Cooperation Area.

  The aim of the business cooperation area of CEWP is to facilitate European Enterprise to better understand the requirements of the Chinese water investment programmes and water technology markets so that they can work with Chinese Government and enterprises to help China to build improved water infrastructure and institutions. The ultimate goal is to help address the serious challenges of water scarcity, pollution and flood risk in China and build a water saving society.

  The CEWP can help by supporting communication and understanding through connection with the CEWP  knowledge centre that will provide access to information on all of the policy and research dialogues from other CEWP areas and can also provide specific information on matters directly related to business.

  This could include information from the Chinese government side on the water investment programme identifying what services and skills that will be required. It may be expected that for most programmes the bulk of services can be provided by local Chinese enterprises but there will be some areas where specialist technologies and management skills will be required from European Companies, either directly, or working together with Chinese enterprises. Some openness and clear communication of these matters will allow a much more efficient process for the delivery of high quality projects.

  The Business cooperation area should provide mechanisms for European Businesses to better understand Chinese processes and for Chinese Businesses to understand EU Business practices. The aim being for a fair and mutually beneficial business environment.

  Through the business cooperation area there could also be studies to address issues of specific concern such and regulatory models for the Chinese water industry – both in terms of Environmental regulations and changes in water rights, abstraction control and total pollution load control will affect business; and in terms of Economic regulation of the water industry and water pricing etc.

  There are also issues of market access for international companies, operating in China and also for Chinese companies looking to operate in Europe where exchange of information can be beneficial to the delivery of the overall aims for water resources investment both in China and Europe.

  Because most of the actual water investment programme will be delivered through provincial and local government the Business Cooperation Area will need to reach out from the central government and river basin commission areas of to engage with regional and local government also. It is at these levels that most of the real action will be taking place for the construction of a water saving society.

  Projects to deliver a water saving society will have significant overlap with the Sustainable urbanisation programmes for water efficient city planning and with Clean Technology promotion programmes for water efficient industry.

  The greatest water savings of all may be delivered through water efficient agriculture so there will be potential for technical exchange on advanced irrigation and water management technologies. The EUCCC has many working groups some of which are already addressing the issues of sustainable urbanisation and industrial technology. Building the exchange in Agricultural technology may be a new area (CHECK ON THIS)

  As described earlier the Business cooperation area will, through CEWP facilitated activities, coordinate with the Research and technologies area for the practical dissemination and implementation of the outputs from these. The CEWP will also provide an additional mechanism for the concerns and issues raised by the Business community to be communicated to the political process so that the gradual process of development of policy, regulation and guidance can take account of the practical barriers and problems of implementation.

  The EUCCC Water working group can act as a core part of the process of implementing the Business Cooperation Area of the CEWP. But to fully realise the aims of the CEWP more will be required than can be achieved through such a voluntary group. Thus the CEWP Steering Group and Secretariat and the Co-lead countries, as they conceive of their programmes related to their topics of engagement should consider how they will incorporate Business coordination to their plans. I believe that there would have to be a mixture of centrally planed activity for the Business cooperation, and then elements directly related to the Activities of Co-lead projects. Preferably with practical pilots at local levels

  I hope that this sets out some of the first thoughts on how the Business Cooperation Areas of the CEWP will work and the role that EUCCC will play in this. Thank you very much for your attention.
