VII. Current Status of Water Activities

Employees and salaries.At the end of 2005, the employees of water sector was totaled 1.1464 million, or 6.14% less than that of 2004. Among which the employees with long-term post amounted to 1.1046 million or 6.55% less than that of 2004. In the employees with long-term post, the staff working in the agencies directly under the Ministry of Water Resources was 65,600 or 2.34% more than that of 2004; the staff working in local agencies was 1.039 million or 7.06% less than that of 2004. The total salary for the employees with long-term post in the whole country was 15.975 billion Yuan in 2005, or 1.67% more than that of 2004. The average salary per employee with long-term post was 13,969 Yuan, or 7.01% more than that of 2004. The per capita salary of agencies directly under MWR was 28,746 Yuan, 14.03% more than that of 2004, and the average salary per employee with long-term post of local agencies was 13,078 Yuan, or 5.71% more than that of 2004.

Assets and operation.The total value of assets was 495.9 billion Yuan, or 1.95% more than that of 2004. The total business income of the water sector reached to 111.2 billion Yuan, or 1.83% more than that of 2004. The total profit was 1.134 billion Yuan, or 21.15% more than that of 2004. The industrial structure of the water sector was optimized. The incomes of primary industry were 5.334 billion Yuan and 701 million Yuan or 11.61% less than that of 2004; The income of the secondary industry were 82.74 billion Yuan and 2.317 billion Yuan or 2.88% more than that of 2004; The income of the tertiary industry were 2.3.107 billion Yuan and 384 million Yuan or 1.69% more than that of 2004. The three industries accounted for 4.80%, 74.42% and 20.78% of the total business income of water sector respectively.

Reconnaissance and design. There were 58 reconnaissance and design institutions awarded the Class-A qualification, and 294 institutions warded class-B qualification, with a total staff of more than 70,000. In the income of reconnaissance and design, 22% came from projects entrusted by the water administrative department, and 68% came from the market. The work completed included 280,000 standard m of drilling, 20,000 standard m of adits, 20,000 standard m of shafts, 300,000 standard m3 of pits, 18,000 standard km2 of engineering survey, and 390,000 standard points of geophysical prospecting.

Construction and supervision.There were 1,500 hydropower construction enterprises in the water sector all over country, among which 190 had Superior or Class-A qualifications. There are 477 enterprises obtained the qualification certificate for water project construction supervision, among which 138 were ranked Class-A, and 111 Class-B.

Development and management of water scenic spots.The development of national water landscape resources was further accelerated. There were 192 water scenic spots were created at national level, among which 129 were reservoir recreation areas, 31 natural rivers and lakes, 12 urban rivers and lakes, 3 wetlands, 9 irrigation districts, and 8 water and soil conservation areas.
