II. Key Water Projects

Harness of large rivers and lakes.There were 2,457 key water projects under construction, for which 153.11 billion Yuan of investment was completed, accounting for 55.7% of the total investment of the projects. There were 533 embankment reinforcement projects and 17,000 km of embankments were under construction. 2,200 km of embankments were heightened and 208 km of embankments were treated for seepage prevention. 94 km of endangered or critical sections were strengthened and 615 km of newly-built road on the top of the embankment was constructed. 272 culvert gates were newly built. The up to standard embankment increased to 3,870 km, among which 1,426 km met the standard of grade-I or grade-II. The concealed works of the key embankments along the Yangtze River all passed the check of acceptance. 28.8 billion Yuan was arranged for 19 major projects of Huai River harness, accounting for 64% of the total investment, and the accumulated investment completed was 23.9 billion Yuan, accounting for 83% of the total arranged investment. Among 19 major projects of Huai River harness, 5 were completed and accepted and 4 were almost completed. The speed of under-constructed project is accelerated.

Reservoir projects.244 reservoir projects were under construction, with accumulated investment of 85.02 billion Yuan, accounting for 73.2% of the total investment of the projects, among which 67 are large- and medium-sized reservoir projects, with accumulated investment of 73.24 billion Yuan that is 63.1% of the total investment for reservoirs. The Linhuaigang scheme of the Huai River was almost completed, and large dams of Nierji in the Nenjiang River, Baise in the Guangxi Autonomous Region, and Zipingpu in Sichuan Province started to store water; the construction of major hydro complexes of Zaoshi in Hunan, Wudu in Sichuan, Maliba in Yunnan, Liyutang in Chongqing, Zhangfeng in Shanxi, and XixiaYuan in the Yellow River Basin were undergoing smoothly; major medium-sized reservoirs such as "Zeyu" and "Rundian" resulted in great achievement, and some of the reservoirs were completed and generated benefits. About 1,010 endangered reservoirs were under construction and strengthened, with accumulated investment of 16.11 billion Yuan, which accounts for 56.4% of the total investment of the projects. The reinforcement of 570 reservoirs was completed.

Water resources allocation projects.The construction of 16 design units of 8 individual schemes of phase-I projects of eastern and middle routes of South-North Water Transfer was initiated, with a total investment of 13.2 billion Yuan; 7 projects were newly started, and two key projects of dam heightening of the Danjiangkou Dam of the Middle Route Scheme and the Yellow River Crossing Project were started; the construction speed of water diversion projects or water supply projects such as Dahuofang Water Transfer Project in Liaoning Province is accelerated.

Soil and water conservation and ecology restoration.By the end of 2005, the newly increased improved area of water and soil conservation amounted to 42,000 km2, in which improved areas in small watershed reached to 11,400 km2, including 63,300 km2 of newly added protected areas. The prevention and control of soil and water losses were further implemented in upper and middle streams of the Yangtze River, upper and middle streams of the Yellow River, upper stream of the Pearl River, and black soil areas in Northeast China. Comprehensive measures of water and soil conservation were conducted in 3,856 small watersheds. The achievements also include transformation of 650,000 mu of slope- and gully-land into farmland, planting 2.53 million mu of forests and grasses, completing an investment of 2.2 billion Yuan. About 802 silt-retention dams were newly constructed. Some special projects of the Tarim River, the Heihe River, and Water Resources of the Capital progressed smoothly, with an accumulated investment of 5.54 billion Yuan, accounting for 54.5% of the total planned investment.

Rural water resources. In 2005, an investment of 3.27 billion Yuan was used by rural drinking water safety projects, for providing drinkable water and safe drinking water to 17.973 million people. In total, 304 million people all over the country were able to access drinkable or safe drinking water and the rural population with safe drinking water reached to 618 million. The investment for national irrigation district construction and water-saving rehabilitation reached to 6.7 billion Yuan, which was used for 306 water-saving rehabilitation of irrigation districts, 41 pilot waterworks projects in pastureland, 15.19 million mu of newly-expanded or improved effective irrigated land, and 14.88 million mu of water-saving irrigated area. In the Yangtze River Basin, 61 schistosome prevention projects were implemented.

Rural hydropower and electrification. In 2005, the newly increased installed capacity of hydropower of the water department was totaled 5.41 GW in the whole country. The total installed capacity of hydropower plants under construction reached to 17.73 GW. 36.05 billion Yuan of investment was financed for rural electrification. The completed projects included 1,876 newly-built hydropower plants with 4.078 GW installed capacity, 57,000 km of high-voltage transmission lines and 11.415 GVA of 35 kV or above transformer stations. The project of "Lighting Villages" provided power for production and domestic uses of 1.22 million people, or 550,000 households in 346 villages of 18 townships.

Capacity building.The investment for capacity building was 2.17 billion Yuan in 2005, among which 1.23 billion Yuan for early-stage work, 90 million Yuan for the procurement of communication equipment for flood control, 180 million Yuan for hydrology, 190 million Yuan for scientific research and education, and 470 million Yuan for others. The conditions of infrastructure and management were further improved. The phase-I project of flood control and drought relief commanding system progressed smoothly, and the construction of E-Government project was also accelerated.
