In 2005, under the guidance of the Deng Xiaoping Theory and the important thoughts of "Three Represents", great efforts had been made by the departments of water resources at all levels to carry out the strategic concept of "Scientific Approach to Development" and promote sustainable development of water resources. Water issues such as flood and waterlogging, drought and water shortage, water pollution, and soil erosion were paid more attention. The investment of the water sector maintained a fairly high level and water project kept progressing smoothly. Water resources management and reform were further strengthened and deepened. New achievement had been made in the undertakings of water resources.

I. Investment of Fixed Assets

In 2005, the planned total investment of fixed assets in the water sector was 82.74 billion Yuan, of which 27.16 billion Yuan from the Central Government, 39.83 billion Yuan from the local governments (including department self-raising funds), 1.84 billion Yuan of foreign investment, 8.15 billion Yuan of domestic loans, 4.3 billion Yuan from enterprises and private sector, and 1.46 billion Yuan from other financial sources. In the total investment plans, 39.96 billion Yuan was allocated to flood control, 24.77 billion Yuan to water resources projects, 4.42 billion Yuan for soil and water conservation and ecological projects, and 13.59 billion Yuan for hydropower and other special projects, accounting for 48.3%, 30.0%, 5.3% and 16.4% of the total respectively.

A total investment of 27.158 billion Yuan was allocated according to the central government's investment plan for water project construction in 2005, which was 700 million Yuan less than that of the last year, in which 7.219 billion Yuan or 26.58% was from the central government budget; 18.836 billion Yuan or 69.36% from the special fund for treasury bond; 1.10 billion Yuan or 4.05% from the water construction funds; and 2 million Yuan or 0.01% from foreign capital.

There were 4,855 capital construction projects of water sector in 2005, and the total investment of projects under construction is 592 billion Yuan, 3.0% more than that of the last year. Within the capital construction projects, 3,753 were partially financed by the Central Government, and the total investment of projects under construction was 479.4 billion Yuan. A total investment of 314.5 billion Yuan was completed for the projects under construction, with an accomplishment ratio of 53.1% of the total investment.There were 1,709 projects of partially put into production with an added fixed assets of 36.4 billion Yuan, and 1,407 projects of completely put into production with an added fixed assets of 20.4 billion Yuan.

A total Investment of 74.68 billion Yuan was completed in the national capital construction of the water sector in 2005 (including 16 under-constructed projects of South-North Water Transfer Project), which was 3.67 billion Yuan less than that of the last year. Among which, 53.07 billion Yuan was used for construction, 2.7 billion Yuan for installation, 3.98 billion Yuan for purchase of machinery, electric equipment and instruments, and 14.94 billion Yuan for other purposes (including compensation of resettlement and land acquisition).

In the completed investment, 29.28 billion Yuan or 39.2% of the total was allocated to the construction of flood control projects, 22.31 billion Yuan or 29.9% for the construction of water resources projects, 3.92 billion Yuan or 5.2% for soil and water conservation and ecological restoration, and 19.17 billion Yuan or 25.7% for special subject such as hydropower development and capacity building and so on.

In the completed investment, 57.21 billion Yuan was used for seven major river basins, and 17.47 billion Yuan was for river basins in the southeast, southwest and northwest of China. The completed investments of eastern, northeast, middle and western regions were 27.68 billion Yuan, 3.62 billion Yuan, 16.98 billion Yuan and 26.4 billion Yuan respectively, taking 37.1%, 4.9 %, 22.7%, and 35.3% of the total. In the eastern region of China, the percentage of local self-raising funds and private investment is higher than others in water project financing; while the percentage of government investment and bank loan is relatively higher in water project financing in the western region.

In the completed investment, 12.27 billion Yuan was allocated to the projects managed by the Central Government and 62.41 billion Yuan for projects managed by local governments; grouped by size, 32.63 billion Yuan was for large- and medium-sized projects, 42.05 billion Yuan for small-sized projects; 51.76 billion Yuan for the newly construction projects, and 22.92 billion Yuan for reconstruction and expansion projects and others.

In 2005, the accumulated fixed assets of the projects under construction was totally 204.27 billion Yuan, in which newly increased fixed assets was 57.41 billion Yuan that accounts for 76.9% of fixed assets of the year. The completed works of earth, stone and concrete in 2005 were 1.387 billion m3, 207 million m3 and 22 million m3, respectively.
