Department of Construction and Management

Main functions: provide guidance on management and protection of water infrastructures, river courses, lakes, water bodies and coastlines, and development of river and lake; direct construction and management of water projects and quality supervise; organize approval of construction project and check and acceptance; issue standard for reservoir operation and supervise operation and management of reservoirs, hydropower plants, dams, embankments, culverts and gates; organize construction, operation and management of major cross-basin and cross-province water projects; provide guidance on risk removal and reinforcement of major embankments, hazardous reservoirs and water gates, and organize construction and management of risk removal and reinforcement of hazardous reservoirs and water gates financed by the Central Government; supervision of water project construction and management system of market entry permission, formation of project legal person, tendering and bidding, cost control and quality monitoring; provide guidance on river course sand mining management and inspection of river channel planning.
