Department of International Cooperation, Science and Technology

Main functions: take charge of foreign affairs of the Ministry and subordinate institutions; promote bilateral and multilateral cooperation and exchange with water organizations in the other countries; provide guidance for international economic and technical cooperation as well as introduction of foreign intelligence; issues related to transboundary rivers, formulate policies on management of international rivers and coordinate negotiation activities; take charge of science and technology development in the water sector, and draft policies on water science and technology development and planning; management of key science and technology projects and outcomes management, and extension of advanced technologies; promote water science and technology innovation system, and offer guidance for key ministerial research institutions and labs; formulation of technical norms and standards, and management work of quality supervision, inspection and quarantine in the water sector.
