Main functions: draft budget and accounting report and make proposals on allocation of non-construction funds; prepare budget plan and quota of expenditure and organize implementation of the plan; study and implement management system for budget control, financial management and government procurement, and control of payment; stipulate rules and regulations on state-owned assets management and supervision of state-owned assets, including property appraisal and property right registration; draft pricing policies on water tariff, fees and credit; participate in pricing of tariffs of water supply utilities and on-grid electricity tariff; undertake supervision and performance evaluation of fund use and financial management of foreign funds utilization; provide guidance to financial affairs including financing and accounting of institutions affiliated to the Ministry and take charge of financial management in the Ministry.
