Main functions: take charge of management, allocation, conservation and protection of water resources; organize survey, assessment and monitoring of water resources; organize drafting and implementing national water resources plans; be responsible for establishing and supervising water right system; organize the implementation of water licensing system and water resources fee system; direct and organize water allocation and diversion; guide publicity of water resources information and draft national water resources bulletin; guide the initiation of establishment of water-saving society and formulate national water conservation plan; provide guidance for urban water supply, drainage, water conservation and wastewater treatment, and development of unconventional water sources including use of recycled water; formulate protection plan for water resources, and direct water function zoning of water bodies; guide protection of drinking water sources and ecosystem; monitor water quality of rivers, lakes and reservoirs, organizing review and approval of wastewater loading capacity of water bodies, and make proposals for total wastewater discharge; providing guidance on development, utilization and protection of groundwater resources; environment impact assessment in water resources planning and preliminary assessment of environmental impact report in water project construction.
