On May 11, Ministryof Water Resources held a symposium to take advice and recommendations from academicians and experts on promoting high-quality development in hydrology. Li Guoying, Minister of Water Resources, attended the meeting and delivered a speech. Wang Bao’en, Vice Minister of Water Resources, chaired the meeting.
At the symposium, seven academicians and experts from the Chinese Academy of Engineering, the Chinese Academy of Sciences, the Development Research Center of the State Council, and Hohai University delivered speeches. Drawing on their respective fields of research, they put forward opinions and recommendations on how to promote high-quality development in hydrology.
After carefully listening to their speeches, Li Guoying pointed out that promoting high-quality development in hydrology is an urgent requirement for implementing the decisions and deployment of President Xi Jinping and the CPC Central Committee. It is also of high necessity for adapting to climate change and the increasing frequency and intensity of extreme weather events, responding to thenew circumstances brought by emerging breakthroughs in the new round of scientific and technological revolution and industrial transformation, as well as for enhancing capabilities in rainfall and water regime forecasting, monitoring and early warning. He stressed the need to further strengthen accountability, and sense of urgency and mission, stay focused on the goal of “promoting high-quality development in the water sector, ensuring China’s water security,” and earnestly advance such tasks as developing hydrological monitoring and forecasting system, building “sky-space-land-water-projects” integrated monitoring and perception system, establishing High-fidelity Numerical Simulation of Flow Field system, the coupling and integration of the “three defense lines” for rainfall and water regime forecasting and monitoring (composed of meteorological satellites and rainfall radars, rainfall stations, and hydrological stations), and the realization of the “forecast, early warning, simulation and preplanning” functions. Efforts should be made to systematically advance and comprehensively enhance hydrological monitoring, forecasting, and early warning capabilities, as well as decision-support capabilities for flood and drought disaster prevention.
Li Guoying stated that the Ministry will intensify efforts and adopt more practical measures to strengthen basic hydrological research, applied basic research, and high-tech research and development. The Ministry will study and fully incorporate the opinions and recommendations put forward by the academicians and experts, and effectively translate them into practical outcomes in promoting high-quality development in hydrology.
Chief Engineer and Chief Planner of the Ministry, as well as responsible officials from relevant departments and affiliated institutions, attended the symposium.
