On April 29, 2016, the Information Office of the State Council held a press conference to invite Mr. Tian Xuebin, Vice Minister of Water Resources, to introduce “Regulation on Irrigation and Rural Water Conservancy (Draft)” and answer questions.
In the press conference, Vice Minister Tian made a detailed introduction about the Regulation. By the end of 2014, more than 98,000 various types of reservoirs, over 7,700 large and medium-sized irrigation districts, and 20 million small-scale irrigation and rural water conservancy projects were have been built in China. The farmland with effective irrigation reached to 968 million mu from 239 million mu. The irrigation farmland accounting for half of the total arable land produced about 75% of grain and more than 90% of economic crops of the national total. Irrigation and rural water conservancy have made important contributions in improving the agricultural comprehensive production capacity, promoting the development of modern agriculture, and protecting national food security. CPC and the Chinese government have always attached great importance to the development of irrigation and rural water conservancy. To ensure national food security and solve the problem of feeding 1.3 billion people, one of the fundamental solutions is to greatly develop irrigation and rural water conservancy. Therefore, it is quite necessary and urgent to formulate the Regulation on the basis of many-year irrigation practices and local legislative experience to set up the basic system and long-term mechanism of irrigation and rural water conservancy as well as to provide legislative protection for the development of irrigation and rural water conservancy.
The main contents of the Regulation include defining the basic work principles of irrigation and rural water conservancy, establishing the planning system of irrigation and rural water conservancy, strengthening the management of irrigation and rural water conservancy constructions, improving the operation and maintenance mechanism on irrigation and rural water conservancy projects, regulating irrigation and drainage management, working out the security and support measures, and setting up strict legal responsibilities for illegal activities. In the coming future, with the relevant departments, Ministry of Water Resources will improve the supporting measures and further concentrate on the implementation of the Regulation.
