Minister Chen Lei calls for water conservation and water security in his article for 2015 World Water Day

On March 22, 2015 of the twenty-third World Water Day and the commencing date of twenty-eighth China Water Week, People’s Daily published the article of Minister Chen Lei titled “conserving and safeguarding water resources”. The theme of the World Water Day this year is “water and sustainable development”, and the theme of China Water Week is “conserving water and ensuring water security”.

Water is the base of survival, the source of civilization and the essential of ecology. China is confronted with challenges brought by vast population and water shortage as a result of uneven distribution of water in time and space. We shoulder arduous tasks in terms of water conservation, management and development. Recent years, with the intensification of industrialization, urbanization and global climate change, water disasters, water shortage, ecological degradation and environment pollution have become more and more obvious in China, which highly restricted the social and economic development. Conserving water and ensuring water security are greatly related to national sustainable development and national enduring peace and stability. From a strategic and overall perspective, the CPC Central Committee with Xi Jinping as general secretary made a series of major policy decisions and arrangements to ensure the national water security, and clearly put forward the new-period water policy of giving priority to water conservation, balancing water distribution, taking systematic approaches and maximizing role of both government and market. These provide the scientific guidance and fundamental compliance for accelerating water development and reform.

The following are the mandates at present and in the next period. 1. Focusing on water conservation and build water-saving society. 2. Accelerating construction of major water projects. 3. Consolidating construction of irrigation system for ensuring food security. 4. Realizing harmony between human and nature for ecological civilization. 5. Deepening reform and innovating management mechanism. 6. Strengthening water conservation and law-based governance with reinforcement of water laws and regulations.
