Ministry of Water Resources Further Implements Arrangements of Flood and Drought Prevention and Control

  On July 2, H. E. Mr. E Jingping, Deputy Head of the State Flood Control and Drought Relief Headquarters (Headquarters) and Minister of Water Resources, presided over a meeting to implement the spirit of the important instructions of General Secretary Xi Jinping and the requirements of the special meeting of the Headquarters, analyze and evaluate the current flood situation, and deploy efforts to guard against flood and drought disasters. Mr. Ye Jianchun, Vice Minister of Water Resources, attended the meeting.

  According to Minister E Jingping, the southern regions in China have experienced excessive intensive precipitation, with both the Yangtze River and Taihu Lake hit by the No. 1 Flood and some areas caught in frequent flash floods. Heavy rainfall is expected in the foreseeable future, giving rise to a grim situation of flood control.

  Minister E Jingping required persistent adherence to the supremacy of the people and the supremacy of life as well as the exertion of every effort to protect people's lives. Specifically, he required water authorities at all levels to:  (1) Implement accountability systems and focus on flood prevention/control as the central task; (2) Enhance monitoring and forecasting of water regimes, improve the accuracy of projection and forecast, and strive to extend the prediction period; (3) Make every endeavor to prevent the “three major risks”, effectively put in place detailed measures to implement the plans for prevention of excessive floods, and get fully prepared for adequate prevention and responses; (4) Ensure reservoir security in flood season, strictly implement the system of “three responsible persons” and “three important components” for small reservoirs, and strictly prohibit large and medium-sized reservoirs from operating in excess of the limited water levels in flood season; (5) Pay close attention to key flash flood control areas and the areas prone to heavy rainfalls, give full play to the roles of both flash flood monitoring and early warning systems as well as participative monitoring and prevention mechanisms, and publicize early warning information in a timely manner to avoid heavy casualties and injuries; (6) Screen potential risks, identify existing problems, and persevere to the final victory without any relaxation; and (7) Have all important components work together simultaneously to ensure timeliness and effectiveness of the preventive and control measures.

  After the meeting, Ministry of Water Resources issued notices to the departments of water resources (water affairs) of all the provinces, autonomous regions, and municipalities directly under the central government, the Water Resources Bureau of the Xinjiang Production and Construction Corps, and the river basin management authorities, to convey the requirements of the State Flood Control and Drought Relief Headquarters for rearrangement and redeployment of all work related to the prevention and control of flood and drought disasters.
